WHy the author does not think of a force that can also stops and persuade israel, not only hizbollah, in other words if also israel breaks the rules its forces will be hit.

No , because in the long range by means of the humanitarian crisis the question of the statut of turkish Cyprus will or even is on the agenda as upcoming event Nr. 1 , a so called side-effect .
