The world's finance leaders should consider a realistic way to prompt all governments to publish accurate and honest budgets, that are also disaggregated enough to allow their citizens to know exactly how public money is spent.
This is critical for real accountability to take place. It is particularly vital in the security sector in developing countries. Citizens have a right to know how their money is being spent.
And if their governments won’t do it on their own, as many have not, their citizens need and deserve an international effort to compel them. The World Bank and IMF are well placed to initiate a global movement of honest disclosure that is more credible, systemic and consistent than other recent efforts to promote democracy or human rights around the world.
