Como somos um país de dimensão continental, correspondendo a 15 vezes a área territorial da França, 34 vezes da Inglaterra, 23 vezes da Alemanha, 22 vezes do Japão ou 28 vezes da Itália, temos problemas que eles já superaram . Mas os países citados, estão no grupo das oito maiores economias do mundo e não apresentam nenhum desigualdade entre regiões ou no PIB per capita e que está acima de USA 30 mil. E esses países, mais os Estados Unidos, China, Rússia, Canadá, Índia, Espanha e também o Brasil, respondem por mais de 80% do PIB mundial. Isso prova que existe uma desigualdade muito gritante entre as 20 nações mais ricas e as 136 nações mais pobres.

Classificaram o nosso País, como a Quinta maior população mundial, com 22 habitantes por quilometro quadrado; o Sétimo maior PIB mundial ou o Sexto pelo RPC (paridade do poder de compra) e como a Sétima maior reserva internacional e a Sexta maior força de trabalho. E a nossa dívida externa , em relação ao PIB, não passa de 11%, enquanto ela representa para os Estados Unidos, 80%, para a Inglaterra, 335%, para a Alemanha, 151%, para a França, 185%, para a Itália, 113%, para a Suiça, 326%, para o Japão 37% e, para a Holanda, 27%. Teoricamente estamos em uma situação muito privilegiada em relação ao resto do mundo. Mas esqueceram de esclarecer, que todas essas riquezas que levaram o país ao seleto clube do G-20, estão praticamente localizadas nas regiões sul e sudeste, que concentram 55% da população brasileira, 70% do PIB e ocupa somente 18% de nossa área territorial total, mostrando, com clareza, que temos dois Brazis.

E as regiões norte, nordeste e centro oeste, ocupando 82% do território nacional, apresentam um PIB maior, tendo em vista a inclusão de Brasilia. Mesmo assim, na média, não passa de US$ 5.000 ou seja, 30% da renda per capita do sul e sudeste.

Com toda essa euforia, as estatísticas e os raios X nos mostram um Brasil real, que tem 52% de eleitores semi-analfabetos e 8% totalmente analfabetos, 50% de todas as riquezas nacionais (PIB) concentradas em somente 1% ( hum por cento) da população , nível de desemprego acima de 9% e ainda com 20 milhões de pessoas em estado de pobreza quase absoluta. Portanto, não é a hora do Brasil financiar o deficit americano (com as reservas internacionais), a aquisição e instalação de empresa no exterior e de criar facilidades para o capital volátil, mantendo, uma Selic que agride as contas do Tesouro em mais de R$ 30 bilhões anualmente, considerando uma Taxa de 9% ao ano e ainda 100% acima da inflação (uma das maiores do mundo). Devemos encarar, ainda, que no orçamento do pobre, os ítens escola e alimentação pesam muito, porque faltam estabelecimentos de ensino gratuítos de qualidade e o plantio de produtos que possam manter o equilibrio entre a oferta e a procura.

A prioridade que o brasileiro espera e cobra, não está relacionada com a transferência de recursos gerados pelo seu suor, para a manutenção do desenvolvimento dos países ricos, mas sim, visando a solução para os inúmeros problemas internos. E não é concebível que o Brasil, com área arável de 5% do seu territorio ou de 200 milhões de hectares, produza , em grãos, pouco mais de 45% do que os americanos colhem somente em toneladas de milho e que corresponde ao porcentual de 50% da produção mundial. Em 2008, a produção prevista será de pouco mais de 135 milhões de toneladas ( utilizando 50 milhões de hectares), concentradas na soja ( 58 milhões), no milho (53 milhões). no arroz ( 11 milhões ) e no feijão (3,5 milhões). É muito pouco, no contexto de uma produção mundial de dois (2) bilhões de toneladas e aquí temos clima tropical, subtropical, com estações bem distintas, além do governo ainda gastar bilhões de reais com projetos de irrigação. Não há justificativa nenhuma para que o alimento e a escola e até o lazer, tenham um peso tão forte nos índices inflacionários. Falta ao governo elencar e materializar as verdadeiras prioridades do País e administrar, com rigor, os recursos disponibilizados pelo erário. E além dos problemas na educação e na produção de alimentos, falta ao Brasil recursos para a construção de usinas hidroelétricas e de eclusas, para um melhor aproveitamento do transporte fluvial; falta a construção de ferrovias de norte a sul, leste a oeste , para facilitar e baratear o escoamento da produção e o transporte de passageiros; falta infra estrutura de portos e aeroportos; falta a conservação e mais rodovias de qualidade; falta saneamento básico; falta habitação popular e faltam recursos,mas com bom e honesto gerenciamento, na área de saúde. Se faltam tantos recursos para agilizar o nosso desenvolvimento, proporcionando mais emprego, renda , consumo e melhor qualidade de vida para o brasil subdesenvolvido e desenvolvido, porque então proporcionar o conforto lá fora, quando aquí não produzimos alimentos suficientes para alimentar os 185 milhões de brasileiros e não temos escolas de qualidade e gratúitas para matricular os jovens de hoje, para não ser tornar os analfabetos de amanhã. Having said that, I’m not fond of the “learning disability” device you have used. I do not believe our politicians have done what they have done out of a shortage of brainpower but rather a shortage of the right experiences on their way up.

In addition, despite all the really quite excellent analysis, I do believe you have largely skipped what was our largest blunder by far, i.e. our decision to invade Iraq in the first place. If we are to learn lessons for the future, please, let the first lesson be when it is we should go to war and when we should not. Let us be honest about this question. We need a serious debate about the role we believe we should play in this world of ours. The truth is that no nation in this world at this point seriously threatens our national security; we threaten some of them. Unless we are attacked, as we were on 9/11, we simply do not have any kind of “preemptive” self-defense case to make. I take my guidance from that quintessentially American document, “The Declaration of Independence”. It succinctly lays out a peoples inalienable right to determine the purposes, structure, and powers of those who will govern them, and to change those arrangements as they see fit if they are unsatisfactory. The only regime we are empowered to change is our own, and in that we are exclusively empowered. Where do we, as Americans, derive this notion that we are blessed with the authority to change any other nations regime if it does not suit us? This is not a partisan thing; in her day Madeline Albright could be a real hawk. I might also point out that Mr. Jefferson did not say that a people had to choose a democracy either.

It has been noted by a couple of people that this Iraq invasion was illegal under the UN Charter…an assessment I agree with, but which leaves me with, So What? That we should have to look to the UN Charter for guidance on when to make war is offensive. Have we no principles of our own? We really had better get some because if not, there is no force in this world which can contain us, least of all the ineffectual UN. A couple of people have asserted the pragmatic principle of “Might makes Right”. Is this what we have come to? Does it sit so well with us, this “Christian” nation?

It is too late for a debate on this question to do any good in Iraq, but there are more potential cases pending in the queue … Iran, Darfur, Somalia (again), Afghanistan, and maybe Pakistan will get dicier.

I would agree with the Baker-Hamilton prescription also, insofar as it specifies diplomatic and political measures. Admitting what we DON’T KNOW about the Middle East, I’ve no illusions that we can actually shape the outcome or should try. This is an Iraqi responsibility and theirs alone. The best we might do is make sure that the neighbors do not insert their military forces into a vacuum we might leave behind and keep any civil strife from turning into a full scale genocide.

Aside from formulating a somewhat humbler role for America to play in this world, we need to come to grips with the actual nature of our military capabilities. Our military is not designed, by training, equipment, or organization to engage in extended combat, least of all “counterinsurgency”. It is designed to destroy opposing military forces and the infrastructure supporting them in very short order. No other nation has an equivalent capability, not even close. Occupation is not our game…. destruction is. This is one thing we DO know.

Consequently, I would adopt Murtha’s original prescription, which was to “re-deploy” our military forces out of “occupation” mode to nearby places out of daily contact with the Iraqi population. We will continue to need substantive combat forces available in the area for force protection of our training and reconstruction assets and to destroy any alien combat forces which might seriously threaten the stability of Iraq itself. On the face of it that might entail 3 large temporary bases, Anbar, Kurdistan, and somewhere in the southern third of the country. This is not for the purpose of hearts and minds. This is for the purpose of destroying opposing concentrations of military, terrorist, or militia forces as are advisable or required.

We must in fact reduce the military forces we presently have in Iraq. We cannot sustain this level of force indefinitely. Our Army with Marines is simply not big enough and the longer we delay the more “hollowed out” it becomes. It is the price of misuse and it informs the need for a humbler role for America to play in the world. We are not equipped militarily to OCCUPY nations. We can destroy any nation many times over, but occupy it? What a silly idea that is.

1. OUR military victory: “we surge, pacify and win” (i.e. “search, massacre, destroy, ruin”);

2. OUR dictator: military/parliamentary coup, we put in place a “son of Saddam”;

3. OUR rule (OUR “Iraqi”…): state puppets, Bremer constitution, military security, etc.;

4. OUR partition: Shia, Sunni, Khurd…;

5. OUR military occupation, for as long as it takes on the road to ultimate victory

6. OUR reframing Iraq: transform the conflict into a regional one, war with Iran.

Any and all of the above are the temptation to try and sit on bayonets.

II. THEIR Iraqi solution:

1. Dump Machiavelli;

2. Talk;

3. Arrange for an open-ended truce to hold UN (not US!!!) Talks on the Future of Iraq;

4. Iraq: local, “provincial”, national conferences on the future of Iraq;

5. NATIONAL Accords on the Future of Iraq;

6. Middle-East: regional Conference on the Future of Iraq;

7. REGIONAL Accords on the Future of Iraq;

8. Geneva International Conference on the Future of Iraq;

9. INTERNATIONAL Accords on the Future of Iraq (provisions on reconstruction by US);

10. “US go home”;

11. US and “willing coalition” pay for the total reconstruction of Iraq (Internat. Accords).

III. Remaining issues, “what to do with the bayonets?”

1. What do we do with NATO?

2. What do we do with the military-industrial complex?

IV. Final question: WHY WON’T ANY OF II 1-11 HAPPEN?

Once again, the question is what to do?
To try to find a solution, the administration must:
1 - admit that it has made all the errors which have been described in numerous analysis included in M. Naim's.
2 - realize that Iraq is not the only problem, Afghanistan is still in danger of being reconquered by the Talibans and the warlords. The present central government is totally powerless and ineffective and would not exist without the help of the coalition forces. To ignore that, since the Talibans were ousted, the corruption is very active, and that there has been an enormour increase in the culture of heroin crops, which provide almost 90% of all the drugs being exported to the US and other countries.
3 - that the hundreds of billions of dollars spent on wars that cannot be WON, have gone down the drain, when the needs for medical help, education, katrina etc. are unavailable.
4 - the conflicts in Iraq and Afghanistan are not wars. A war is fought between regular armies, whilst the above conflicts are between a regular army or armies against insurgents which cannot be considered as a regular army. They never face their enemies and hide or decide to be suicide bombers. In Iraq, particularly, most of the coalition dead are the victims of suicide bombers and roadside bombs and not victims of a war. The US have a vivid example with Vietnam.
5 - that for over four years the situation in Iraq has practically not improved - it may even have worsened - and the Iraqui civilian casualties continue to rise. Consequently, it would be wise to ask the 'democratically elected' Iraqui government to assume its responsibilities and address the problems facing them with all the help possible from the coalition, whose forces should be evacuated under a plan agreed with them.
6 - the Iraqui people, as a majority, hate the foreign forces, particularly the US, and wish they leave the country as soon as possible. In such a case, the Sunnis, Shiites and Kurds, will be forced to find a solution to the present situation - which cannot be worse than the one existing now.

To pretend that the situation will worsen with an evacuation of the coalition forces is a very lame excuse, and the administration's 'new approach' in sending more soldiers on the ground, is like trying to heal a wound on a wooden leg.

Dave J. wrote a very thoughtful comment on April 6 at 5:18 pm. I agree with almost everything he wrote except I have come to a different conclusion. Because both leaving and staying are fraught with danger, choosing one over the other is extremely difficult. Neither seems like the clear moral choice. But I lean toward withdrawal sooner rather than later because in the final analysis I believe it is better for Muslims to be killing Muslims than for Americans to be killing Muslims. And although I believe we have many expert and able diplomats, my sense is that we wore out our welcome in Iraq long ago. Let Iraqis sort out their difficulties, and lets get busy solving our own problems; beginning with our oil addiction. In the near term, we should adopt Tommy Thompson's approach and attempt to give all Iraqis a stake in oil production (a la Alaska's resident oil rebate program) while calling for a popular referendum (to which we could attach a condition or two of our own) on any continued American troop presence. My sense is we will be asked to leave and we should gratefully comply with that request. Finally, America's leaders should create a war reparations fund and apologize to all Iraqis for what we have done to their country. Maurie Beck, I enjoyed your comments and hope you find worthwhile some of my suggestions here. Also, Anonymous at 8:05 pm was quite eloquent. Well done, sir.

I know I'll be lambasted for saying this, but the reason America has seen such harsh years is not the fight, but the occupation.

Remember another Bush President, one George HW Bush, who reacted to the invasion by Iraq of Kuwait by blitzing the Iraqi army. It shows exactly what a military is for...

Let's not fool ourselves. National defense forces of any kind are not for keeping peace, they're for making war. I'll likely be mocked for saying this as well, but America, even us dove-types, are a warrior people. That's a cultural study that I do not have time and space for here, but look at our political style! Not several parties, looking for a compromise, but two looking for dominance. Everything in America is based on competition, fighting, strength. We see everything in terms of conflict. And that's just philosophically and metaphorically. In America, I'm considered very non-violent, almost faultingly so, but I've at least doubled my nearest international friend (English) in the number of fist-fights I've engaged in in my lifetime. Doubled the nearest...and I have a lot of international friends. I'm not even really that pugilistic! On our TV, in the way our fathers teach us, it is everywhere. Stake out your place and fight for it.

Why bring the warrior people idea and the use of the military up in the same paragraph? Because somewhere, Americans and their warrior-like mindset runs into the more moderate mindset of the European countries we tend to deal with. Europeans are much less warlike in many aspects, even down to how they are taught growing up. European governments have great ideas about building up that have informed their countries. This is likely why their governments are so much more progressive; their mean is more or less raised on unilateralism and cooperating with your friends, not to deal with things singularly.
