If the Electoral Court believed Congress did something illegal, they had the right to ask the Constitutional Court to stop that suposedly illegal act. That is known as Rule of Law.
Instead, since those political appointees have been sold to Correa, they chose to do something outrageous: kick ELECTED representatives out of Congress, with the obvious use of brute force provided by the Police. This is know as DICTATORSHIP here and elsewhere.
The international community sees Ecuador with deep worry, to the extent that Spanish newspaper El Pais has run a major editorial denouncing Correa's rush to dictatorship.
You agree that Rule of Law is missing in Ecuador. But you keep using absurd arguments to justify a gross constitutional violation. If you were a little bit honest, you should condemn Correa's dictatorship now.

As you well mention the Electoral Court unfortunately has political appointees, but the same Constitution you quote states that the members of the court are picked by Congress for 4 years. I concur that although they have the ability to remove members of the court, it all has to be done through a due process (ie: trial)the same due process that you seem to ask for the 57 members of Congress that were recently removed. I have to acknowledge that Ecuador as well as all of Latin America has had a history of coups and dictatorships that only have brought misery. But at the same time free elections and democracy haven´t improved life much more since the governing classes have looked more for themselves and their inner circles than the people. You mention Velasco and Rodriguez Lara, as the mold of the typical "latin caudillo" but at the same time Leon Febres Cordero, elected in a free election was the typical example of a strongman, that wanted everything his way. His presidency lasted 4 years but he has been involved ever since in all the power struggles of this country for the last 20.
I definately agree with you that the rule of law has been something missing from Ecuadorian politics but that will only be achieved through the empowerment of the people to help them understand their rights in a democracy.

You say that Congress ilegally replaced the president of the Electoral Court. You should read the Constitution, which in article 209 clearly establishes that Electoral Court members are political appointees representing the diverse political parties (something I personally abhor, as I would rather see an independent institution in charge of organizing elections, but which is clearly written in our Constitution) so political parties clearly have the right to revoke the appointment of a member who misrepresents a given party.
You justify the firing of 57 members of Congress, all from opposition parties. There is no such provision in the Constitution, because members Congress are ELECTED by the people, and cannot be fired by a lower organism. The Constitution is very clear. Members of Congress can only be expelled by: (a) Congress, when a member has violated the Code of Ethics; (b) Congress, when the Supreme Court asks for permision to start a criminal trial; or (c) Voters, who may ask for a referendum to ratify or revoke the congressperson's mandate.
Ecuador's history is full of dictators. Some of them were quite popular, for example José María Velasco Ibarra who was elected president five times and was overthrown four times; or Guillermo Rodríguez Lara who nationalized oil and invested heavily in infrastructure. Ecuadorian dictadors have always been corrupt, and have always taken the country into deeper crisis.
What Ecuador really needs is a change towards something really revolutionary, something never attempted before: respect for the rule of law.

Although my fellow countryman tries to imply there is a dictatorship in my country there is no such thing happening right now. What you are seeing is a transformation where old, corrupt political parties that held power and used it, not for the benefit of the people, but to enrich themselves and their inner circles, are now being pushed aside. Of course they'll fight to maintain the status quo, and if its through disinformation they'll try to achieve it. My countryman Bernardo nicely omits the fact that these 57 congressmen ILLEGALY replaced the president of the Electoral Tribunal, something thats not in the Constitution and he also omits the fact that during an electoral process (we vote on April 15) the Electoral Tribunal is the highest court in the country with the power to dismiss public officials who interfere in the process. Police were only following the lawful decree of the Tribunal. If they aren't congressmen anymore, why should they be allowed to enter Congress? TO create havoc? Congress in Ecuador has been basically governing for the las 25 years blackmailing every sitting president. Congress has fired or removed judges, ministers and even presidents. Its an institution with 4% credibility (Gallup Poll) Also, there is no press silencing, there is no such thing as closing of media outlets or of journalist being imprisoned. Correa's government is just entering its second month and all types of accusations have fallen on it. His only sin, being friends with Hugo Chavez. People are always afraid of change, especially when a new government comes and starts investing most of its resources in agriculture, schools, hospitals and subsidies for the poorest. Its important to remember the abismal economic differentes in this country between poor and rich and the fact that an a corrupt political class is losing its privileges causes all things to get stirred up.

What we are seeing in Ecuador is a lot like what we have seen in Venezuela, Fujimori's Peru, and, to a lesser extent, Bolivia. The party system has failed to represent any sector of the population aside from the super-rich, and has completely lost the trust of any of the citizens. This creates the rise of an anti-system candidate that comes from outside of the traditional sources of power. Correa was created by an ineffective political system, and he is using his broad mandate for change to strengthen his hand. One could certainly say that he is undermining the rule of law by changing the Constitution to give himself more power, but doesn't that imply that the rule of law was in place before hand? It certainly wasn't. Whether a far-left economic program will come out of this administration or not remains to be seen. As one of the articles on this topic has pointed out, Lula came into power in Brazil promising radical change, but his kept a very moderate economic program.
Regarding Argentina, and whether "Peronist" policies have caused hyperinflation in the past, I can see what the author means although it is true that the hyperinflation of the 1980s and early 1990s was not the result of policies from a Peronist administration, it was the result of the military's incompetence in their time in control (1976-83) and the subsequent Radical Party government. There are many problems with Argentina's political-economic structure that create persistent inflation. For one, the legacy of Import Substitution Industrialization, and the debt burden it caused, still haunts the country. Secondly, relationship between the states and the central government in Buenos Aires needs to be fundamentally reconstructed. The states, collectively, receive over half of the federal budget so that Governors can run their states like fiefdoms, handing out jobs and subsidies to their closest supporters so as to hold onto power. Currently, inflation in the country is officially in single digits, but in light of recent developments regarding who is keeping the records and the methodology of inflation record-keeping, those number are in doubt. The fact is, the country is experiencing creeping inflation that could get out of control in a few years if the government doesn't tighten up the money supply and reduce its fiscal deficit. Kirchner isn't a Keynsian - he's a politician. As such, he's going to keep the tap running to keep his supporters happy, regardless of what that means for the long-term health of the economy.
More broadly, it's hard to seperate the region into "good" and "bad" leaders. What exactly constitutes a "good" leader? A pro-American leader? Roberto D'Aubuisson was pro-American, but if most Americans knew the kind of things he did in El Salvador, they would despise him. Neo-liberal? That docrtine hasn't exactly been all that successful in the region, outside of Chile, and even then their economic growth is driven as much by natural resource prices as by productivity growth or stronger industrial output. Their main exports are still natural resources, such as copper. And so-called "socialists" aren't that great either. The best leaders have been the ones nobody hears about, like Uruguay's Tabare Vazquez. They maintain a pragmatic, third-way approach to politics that produce sustainable growth without needing to draw headlines all the time.

Unlikely, I cannot be so optimistic as Miriam. No doubt Brazil´s faced major changes before Lula. I would cite two: inflation was finnaly controlled and prejudice against Lula was reduced - the much he was elected.
But that is pretty much all the change. The old oligarchy remains in power: the same politians, the same way of doing politics, and so on.
No doubt the debate is not about left or right, but about democracy, ethic and culture. Brazilians remain an ignorant people; and Lula hasn´t change that - or even tried.
Nevertheless, when he was elected I thought Brazilian were hoping he would change the status quo, not perpetuate it.
Here comes what Lula, Hugo Chaves, Evo, Correa and even Bachelet were elected: to modify the status quo - tough with different emphasys.
Bachelet was the first woman elected president in Chile. This is by itself a major change. Nevertheless her political past, she personified more change than any other candidate.
Chaves, Evo and Correa, were men. But from different ascendants. They do not look like status quo, they do not talk like status quo. They do eliminated the status quo - sometimes jeopardizing democracy itself.
The question is what people - and so, democracy - was really willing for. Electing Evo or Chaves weren´t them asking for a coup d´état? Knowing what Chaves had done in Venezuela and how supportive was Mr. Correa to that, wasn´t Equatorians asking for a kind of dictatorship?
The only word I can say for the Brazilians is that they do waited for Lula to come with a moderate speech - they did not ask for a revolution, but for a moderate change. I just don´t know for how long Brazilians will resist the temptation for this revolution, once moderate changes are coming at such a low speed.

Pela importância e credibilidade do Washington Post, seria de suma importancia, uma discussão mais ampla e profunda, com informações precisas, sobre os prejuizos que são causados aos paises da america do sul, pela obrigatoriedade na manutenção de reservas internacionais, causando elevado custo entre a diferença da remuneração recebido e o reembolso do tesouro para mante-las e a um custo bem mais elevado. Analisar também porque um volume tão grande de trilhões de dolares na circulação de ativos financeiros voláteis, sendo que esse capital especulativo tem acarretado sérios problemas às nações em desenvolvimento?

É uma ilusão achar que os países da america latina estão sendo governados, com basena filosofia das esquerdas tradicionais e superadas.O que está acontecendo é a resposta para os paises ricos, principalmente os eua, que viraram as costas para essas nações que ficaram cada vez mais pobres e manipuladas por uma corrupção desenfreiada e feudal.O povo latino, sofrendo calado, deu a resposta, elegendo políticos populistas e muitos deles apoiando as suas metas na demagogia.Os paises sul americanos acordaram, embora tardiamente, para defender os seus direitos. O poder de oligarquias, deu lugar ao poder da demagogia, com um pouco de sinceridade. Mas nada de esquerda radical, que possa gerar conflitos de segurança nacional. O que acontece hoje é mais um grito de alerta para mostrar ao mundo que ewsses paises existem e cobram a redução das desigualdades economicas e sociais, para a recuperação do tempo perdido.Esses paises somente agora voltaram a ser lembrados. Simplesmente querem que os 2% da população mundial que detem mais de 50% das riquezas mundiais, façam uma reflexão justa na defesa de uma melhor solidariedade com os pobres.Mas,mesmo assim, os americanos do sul estão começando a viver bem melhor , ledirados por essas novas mentalidades de governo

What a gross simplification. 1) Hyperinflation of the late 90's in Argentina was not under any peronist administration. 2) under the label "peronist ideas" there's too many different models, most of them contradictory. Peronist Carlos Menem was a free-marketeer inspired by Milton Fridman's ideas, Kirchner is a typical keynessian. So, what does it mean the claim that Kirchner's peronist ideas could produce a "hyperinflation tragedy"? Nothing. Reality indicates that Argentina under Kirchner has grown an average of 8-9% annually, with inflation in single digits.
Beware of old stereotypes unsupported by reality.

I found Leitao's article efective in describe from a far distance how do those democraticaly elected leaders seem to be, in strictu sensu, as Leitao sees them. Specially the brazilian case, how impressive is the fact that Mrs Leitao is actually living in Brazil?
I miss more accurate analysis in identify to all Post Global readers overseas the complex power relations in Brazil's society, as the very little space left by the Congress for changing policies, as tax reform, education and health annual budget.
Mrs Leitao did not mention the fact that brazilian's country areas are growing more fast reducing ancient social and economic diferences among citizens, by minimal income policies, rural electrification programs, infra-structural investments as well partnerships actions with local governments. Those facts have been actual changing the status quo and increasing countrymen life quality.
Mrs Leitao did not mention tha fact Brazil's has a former trade union leader as Work and Employment Secretary, Luis Marinho, who discuss every sigle policy with all the national central unions.
More than anything, president Lula is running an pragmatic government.

DICTATORSHIP INSTALLED IN ECUADOR
On March 7, 2007, Democracy ceased to exist in Ecuador. Fifty seven members of the 100-person Ecuadorian Congress, representing the four opposition parties, were removed from office by a decree issued by the Supreme Electoral Court dominated by President Rafael Correa.
The Supreme Electoral Court, a body of seven political appointees, acussed those 57 members of Congress of "interfering" against a referendum called by President Correa regarding the installation of a Constitucional Assembly.
The Electoral Court has no authority to remove elected officials from office. Thus, this action was completely illegal. Moreover, the Electoral Court did not even make an attempt at giving some appeareance of due process: no accusation was filed, no hearings were conducted, no defense was allowed. Four members of the Supreme Electoral Court simply met and issued a decree removing those 57 members of the opposition from their seats in Congress.
The next day, Police prevented those members of Congress from meeting in the Congress building. From that day on, congressmen and congresswomen have been systematically attacked by mobs of President Correa's supporters, wherever they go. They have been ambushed, hit with sticks and stones, their cars destroyed, always in front of permissive Police officials who have orders "not to interfere with the people's will". On thursday March 15, gunmen shot at the congressmen and congresswomen when they met at a Quito hotel. Police officials quickly dismissed that attack as "a robbery attempt carried out by common criminals".
The press is being silenced in Ecuador. The Ecuadorian Association of Newspaper Editors asked political leaders for moderation and democratic behavior. Mr Correa called editors "a maffia" and threatened with legal action against newspapers.
Mr. Correa, a close friend of Venezuela's Hugo Chavez, has promised a radical departure from "old politics". At his inauguration, he did not promise to respect the Constitution. Instead, he offered to carry out the "mandate" of those who voted for him, which he seems to interpret as a blank check to govern without regard for the rule of law.

This short contribution to the debate is best summarized, I believe, by the following statement: "There are many things that should be changed, but not by sacrificing stability." This is like saying: change is imperative (no specifics need be given, of course...), but not by sacrificing the status quo. Needless to say, such a statement is essentially, typically right wing.
Follows, the much needed self-serving statement: "but the question is not about right versus left.(...OF COURSE NOT!...) This is an outdated political distinction." Understand: "The status quo alone is not outdated..."
Hence, unavoidable, the apparently "neutral" conclusion: "The main struggle in Latin America has always been over how to build a strong and stable democracy that can help people fight poverty and inequality in a free society." Nothing to do, of course, with right versus left... as in the case of Allende's democracy, the fate of which the whole world remembers, though, together with who was responsible for the death of democracy in Chile, at that time. Once again, nothing to do with right versus left. Nothing.
Yet Chile was only one case in point, in South and Central America. Poet Olga Berggolts, Piskarevskoe Cemetery, Leningrad: "Nobody is forgotten. Nothing is forgotten." ("Nikto nie zaboayt, nichto nie zaboayte,") From the left with love...
