It all goes back to the heavy debt load of these countries. Turkey, The Phillipines, Malaysia, Indonesia and Thailand are also in the same league and Israel is one of the heaviest indebted nations, considering the size of their economy and their small population.

For countries with large populations (which is all of the above except Israel) they simply have to choose between servicing their debt payments or making capital investments to create jobs, expand the infrastructure and turn away from commondity-based economies. The old guns-or-butter argument, but with two different components.

The only way out is to have a massive debt-for-equity deal in all of these countries and convert it all to investments in those countries. Brazil was the first one that did such a deal in 1980s, with some success. But it borrowed again!
