GOP REPUBLICAN Government officials in charge of collecting BILLIONS of dollars worth of royalties from OIL and gas companies accepted gifts, steered contracts to favored clients and engaged in drug use and illicit sex with employees of the energy firms, federal investigators reported.

Investigators from the Interior Department's inspector general's office said more than a dozen employees, including the former director of the OIL royalty program, took meals, ski trips, sports tickets and golf outings from industry representatives. The report alleges that the former director, also netted more than $30,000 from improper outside work.

The report from Inspector General contains fresh allegations about the practices at the beleaguered royalty-in-kind program of Interior's Minerals Management Service, which last year collected more than $4 billion worth of OIL and natural gas from companies given contracts to tap energy on federal and Indian lands and offshore. The revelations come as Congress is set to consider opening the Arctic National Wildlife Refuge and areas off the coast of Florida for drilling.

The royalty-in-kind program, based near Denver, allows energy companies to pay the government in OIL and gas, rather than cash, for the privilege of drilling on government land. It has been the subject of multiple investigations since 2006 by the Interior Department's secretary, its inspector general, the Justice Department and Congress for alleged mismanagement and conflicts of interest.

In the report released yesterday, investigators said they "discovered a culture of substance abuse and promiscuity" in which employees accepted gratuities "with prodigious frequency." The report cited one e-mail from a Shell Pipeline representative asking a woman in the royalty office to attend "tailgating festivities" at a Houston Texans football game: "You're invited . . . have you and the girls meet at my place at 6am for bubble baths and final prep."

Besides Shell, the energy company employees mentioned in the report worked for Chevron, Hess and Gary-Williams Energy. The social outings detailed in the report included alcohol-, cocaine- and marijuana-filled parties where certain employees of the Minerals Management Service were nicknamed the "MMS Chicks" by the energy employees. The companies paid for federal workers to attend football and baseball games, PGA Tour events, Colorado ski trips, paintball outings and "treasure hunts," investigators found.

Don't be so quick to look at Europe and Canada, many of their citizens are now in the U. S. Our system is far from perfect, but why do so many want to be here, and yes, I did learn about Hungary and the other eastern European countries but it is not our responsibility to form their governments!!! He is correct, we are far away and have our own problems to deal with.

i wish i could agree with you. i really want to. i happen to be one of those who sees america first and foremost as an experiment on a set of ideas and ideals. unfortunately, and i will speak largely from my experience in africa, that it is the hollywood propagated perception of comforts, luxuries, absence from significant want and to some extent anything goes attitude that appeals to most and informs their understanding of what democracy is (comforts and excess are easy ideas to sell, especially to those in want). that is why nigerians, even at the level of the semi illiterate trader and artisan began to clamor for the "dividends" of their democracy a year after the end of military dictatorship, mainly in reference to anticipated improvements in quality of life. if anyone embarking on this journey paused for a moment to consider the state of american politics, 230 ish years into our stab at the experiment as an indicator of what was in store for them after centuries of effort, i doubt that they would consider it one worth embarking upon. certainly not on our take on it. in the event that there is inspite of this a desire to pursue the natural yearning for greater freedoms and such along these general lines, they will be more inclined to consider less dysfunctional examples of the underlying ideas, perhaps looking to canada or europe which though imperfect have not broken down as palpably. having eliminated one element in the broad cat-dog dichotomy of communism v/s democracy, they now have time to consider the various democratic implementations and distinguish between the chihuahuas and rotweilers, choosing their preferred beast, or breeding some new creature from the basic ideas.

There is nothing wrong with capitalism as long as someone is watching over it. A strong democracy should hold capitalism in check. What the hell do I know? Apparently, as much as the financial gurus.

Miklós, I hope you are aware that most US citizens are not aware of and have no interest in what happens in Hungary. The source of this weakness is in our education system, which prepares its citizens for lives of specialized technical servitude to corporations instead of service to their country, the world, and humanity. If Hungary is to avoid this waste of human life, it must concentrate on educating its people on the mechanics of democracy, and why these mechanics are essential to any civilized way of life. This objective has been lost in the US. Please do not follow our example in this respect.
