This is a problem with an one party dictatorship. A new leader has to purge his predecessors minions and in that process policies can get reversed and confusion can reign in one of the biggest economies. The problem is that this will happen every time a new leader comes this kind of reshuffling will take place. Corruption will not be controlled by these moves and one should not confuse political power games for genuine anti corruption efforts. In the long term the Chinese dictatorship will have to give way to a transparent system that allows some form of political democracy and transparent competition for power in China. Till then the world will have to watch the power games in China with bated breath and hope that things do not go out of control like in the past.
