This is a very interesting point of view you put forward so well. Still there are some points I disagree with and others that hardly went far enough.
First, Iran is NOT a young nation on its way up as a regional power. Iran is one of the oldest nations that maintained its own empire long before there were Christians or Muslims. Alexander the Great passed through on his way to India. Quite a bit later the Mongols passed through going the other way towards the Danube. When it comes to history, Iran has seen a whole lot more of it than white boys from Texas.
I have no idea whether this latest NIE is any better than the first one. It really does not matter that much. The fact is that there is no one in the Middle East who has a better case for nuclear weapons than Iran. To the East they are bordered by a large Sunni nation armed with nuclear weapons, i.e. Pakistan. To the West they have Iraq who attacked Iran in a brutal war that lasted years. Further west they have Israel, another potential enemy with nuclear weapons. To the North they have Russia, with more nuclear weapons. Then there is the US, who has several times threatened “regime change”, and shown by its actual unprovoked invasion of Iraq, it has demonstrated its capacity to do just that. It is inconceivable that anyone responsible for Iran’s national security would not at least have thoroughly explored the path to nuclear weapons and done their level best to preserve that as an option. It is not a matter of good and evil, it is a matter of national security.
So, to the Iranians, the technology for enriching Uranium in order to make power plant fuel is non-negotiable. We keep trying to get them to buy it instead from the Russians. What a silly idea; wasn’t it Russia that cut off the gas supply to Europe in a tinkling match with Ukraine? They should buy it from us maybe? Sure, we can be trusted, surely.
Really, asking Iran to depend on us or the Russians for nuclear fuel must look pretty dumb from their point of view.
Iran has every right to exploit its large Uranium reserves and to enrich it to levels appropriate for power plant fuel. Once they have done that they are not so distant in time to produce a weapon, which is what scares everybody. Why? I don’t know. If both Iran and Pakistan have nuclear weapons I am a whole lot more worried about Pakistan’s than I am about Iran’s. Has anyone seen a bunch of Iranian terrorists running around blowing up trains and bus’s, or were these a product of Pakistan?
A nuclear Iran is no more of a threat to us as Pakistan is or Iraq would have been. None of them has the capability to deliver such weapons in a disabling first strike.
The better path is to make nuclear arms essentially unusable for offensive purposes. We could do that. All we have to do is assure all nations that any nation making offensive use of a nuclear weapon will be obliterated by us using our strategic nuclear forces. As much money we have spent on those things, we really ought to get some practical use out of them.

It is amazing how such a small country removed from the world can be used as such a huge bogeyman!
Iran is barely making it economically and while it serves George's agenda for distraction while he advances his domestic ideology, has little real affect on the world. The only potential impact for America is the possibility that Iran would somehow increase its military activities in Iraq and threaten US forces. This can be reduced to zero by leaving this failed exercise in military nation building; and as George has effectively implemented his grab for power and the implementation of Corporatism (i.e. Fascism) there is no longer any real need to play out the farce of the Iraq adventure.
Of course, the real Casus Belli is the ranting of the Zionist Jews in occupied Palestine, ever fearful that they will make that fatal error and have the Diaspora of the survivors one more time; these people have a belligerent death wish to which they have added their very own nuclear holocaust to make this pending disaster truly horrific. Appalling, but hardly the most important concern for America; far better to play out this inevitable train wreck from the sidelines!

US is the "ONLY" super power and wants to be treated that way. Despite all the talks of democracy, America's homeland is governed by terror and sticks. This morning a car was highjacked when the owner was talking to police to report a crime. Just in the past day people have been killed in two chuch sites and a school bus in two different states. Americans are used to crime and punishment. Thus, American policy is not strange to them.
Iran wants to behave like a regional power. This does not fit the demands of the Superpower. The Superpower cannot accept any other power. The peace in Noth Korea was an exception in a remot corner. Middle East with its oil is a different story. American policy is governed by American interest, no matter the cost to others. Iraq is an example. Bush rules by guns and doesn't mind a third world war. Bush is sick and tired of the talk about torture. Bush does not want a peace in the Middle East.

There is every reason in the world for the United States to work vigorously against the continued proliferation in nuclear arms. However, something that I never hear mentioned in the speculation about an Iranian nuclear weapon is any discussion of the realities of possessing such a weapon, especially in the context of deterrence theory. Let us assume that Iran, despite its being very publicly on record that building a nuclear warhead is forbidden under Islam, decides to press ahead. Why might they do that?
1) To enhance national prestige. (”Hey, we’re one of the Big Boys now! We’ve got The Bomb!”)
2) To engage in self-defense. (”You can’t casually attack us. After all, we’ve got The Bomb.”)
3) To threaten it’s regional neighbors. (”Do what we want or we’ll use The Bomb on you!”)
4) To use it to attack someone. (”Even if it means the destruction of our country, it’s important that we use The Bomb to attack [fill in the blank].”)
The discussion in certain circles seems to assume only the last two rationales, with most of the emphasis being on the last. So, what is the reality for the Iranian government in that instance?
1) They launch/deliver a nuclear warhead or warheads against a city or cities in, for instance, Israel.
2) The Israeli government, having long been worried about this possibility, then proceeds to strike back at Iran with some of their much larger nuclear arsenal.
3) There is no longer any Iran in any meaningful sense.
Given that the realities of possessing nuclear weapons requires multiple cooperating authorities for their use, the fact that Step 3 above is the likeliest outcome requires more than a “single madman” if it is to be given any credibility.
So, what if the Iranians wanted to try to use a nuclear weapon against someone without having it traced back to them? They would have two avenues. One would be to use covert Iranian operatives to deliver the weapon in some “low-profile” manner such as inside a cargo container on a freighter. The other would be to release the possession of their nuclear weapon into the hands of a terrorist organization. In that case, though, the terrorists might decide to attack a target other than the one selected by the Iranian government or might even sell the weapon to a third party for the cash it would generate. Given these possibilities, it seems more likely that the weapon would be kept under direct Iranian government control even if it was covert. Either way, in the case of an attack on Israel, it seems unlikely that the Israeli government would be especially fooled or interested in niceties of proof, in which case it ends up at Step 3 again.
Of course, this assumes that the weapon actually works. As part of their calculation, the Iranian government has to consider the possibility that their attempt at waging nuclear war goes awry when The Bomb fails to go off. In this case, they’re left without the presumed satisfaction of using The Bomb while still facing the distinct possibility of Step 3.
What about an attack on the United States? Would an American president refrain from using nuclear weapons against Iran if a nuclear bomb were to detonate “out of the blue” in say, the Port of Los Angeles? Would the President, in this hypothetical, even ask the Iranians if they were responsible or would he or she just automatically make use of our completely untouched nuclear weapons stockpile on reliable platforms to cause Iran to cease to exist in any meaningful sense?
Does the Iranian government know the answer to that question? Are they willing to gamble that the answer is “no”? What assurances/threats have been communicated to them from Washington at any time in the last several years regarding this scenario?
In fact, the only credible threat of an Iranian nuclear weapon is that they would somehow prefer to gamble that they could cause some amount of INJURY to another country in exchange for what they can reasonably believe would be national suicide.
Of course, all these objections to the Iranians wanting to get a nuclear weapon because they’re itching to use it against someone apply even more forcefully in the case of threatening their regional neighbors (”Do what we want or we’ll nuke you.”) because it would provide all the multiple potential sources of nuclear retaliation with evidence to justify said retaliation. So, where does this leave us?
The Iranians decide to obtain a nuclear weapon or weapons for national prestige and/or self-defense. It is absolutely to be preferred that not one single additional nuclear warhead is ever built, however, these two possible rationales put our efforts to prevent an Iranian nuclear warhead in a rather different context than if we assume that possession is tantamount to use.

Can someone in the world tell me why Iran would go through all the trouble of developing nuclear weapons to then give those weapons to unreliable proxies? If Iran where to build a weapon, which all the empirical evidence suggest they are not building one, they will use that weapon to maintain their power base. As a defensive tool. Ahmadinejad is supposedly Hitler and he wants to commit national suicide in order to exterminate Jews. Really? Why doesn't he round up the 30,000 defenseless Jews that live in Iran and exterminate them if he is such a Hitler figure? Iran has attacked anyone unlike Bush or Israel, Israel has bombed two of its neighbors (Lebanon and Syria) just in the last 8 months. The real danger to world peace is Israel and its supporters in the US government.

I do not believe Lebanon and the Gaza strip are Iran's "immediate neighborhood". In both pieces of land the objective of the Iranian government seems to be the prevention of a democracy developing.
Second, there are thousands of simple measures that can be easily implemented in Iran and create guaranteed economic gains. These are consistently not implemented. It looks like as if the regime in Teheran fears prosperity for the people of Iran, because the people might then feel secure enough to demand freedoms.

The Iran - US imboglio now in full play brings into focus the futility of the NPT (treaty). Signing it is no guarantee of not wanting a weapon. By way of corollary, signing it does not deprive you of harsh, meaningless, biased scrutiny from 'western powers'.
I agree it is wrong for Iran to develop weapons: but only because its executive head of state gives vent to a desire to use them freely.
Pakistan, on the other hand is not an NPT signatory, is a weapon state, *has* threatened use against India (remember Kargil?), has freely trafficked in nuke technology etc. etc.
But I guess different strokes for different folks. ...
Moral of the story: NPT is rubbish throw it out.

There are a few "unthinkable" situations in this world. One is nuclear fuel in the hands of Hezbollah. UNTHINKABLE. Play "enlightened pro-Iranian" all you want... if Iran (and thus Hezbollah and Hamas) have nuclear stuff... lives in the millions will be lost, whole cities will be destroyed, the balance of power shifts to the Islamists (who, by the way, are bidding for world domination, deny the holocaust and are bent on the destruction of Isreal).
Iran does not sport a halo except in the eyes of the most naive. They are perps, killing US soldiers and sponsoring terrorism world wide.
At almost any cost, Iran MUST NOT get nuclear weapons capability (to complete the missing piece in the missiles they purchased).

Before we all go euphoric about the NIE estimate, considering how poorly they have performed before the first Iraq war and before the second Iraq war, I wouldn't be too confident about their latest assessment vis-a-vis Iran. It is in the Iranian national interest to continue along the path to get the bomb and of course do it covertly so that it will be accomplished before we can do much about it. It is not much different than what the North Koreans did.

War on terror is unwinnable by mere force.We are not fighting regular armies and well identified enemies.We are fighting individuals or small groups of individuals whom we can neither detect nor identify.Sleeping cells of such terrorists have already been deployed all over the whole world. Such type of war could go on and on for many decades without any definite outcome. However,we can win this war very easily by finding out the real cause behind such terrorist formations and trying to eliminate it. The IRI has full rights under the NPT for enrichment and development of nuclear power generation, under IAEA inspection. They without doubt are more inspected than any other nation in the whole world.
Yet we still face the doom of Israel jacking us to a war that will be our doom. Great. And Huckelberry hound believes in the literal interpretation of the biblical cannon that Constantine set up for his own polical purposes.
