All of the discussion on immigration (including this question) focuses too much on issues like amnesty and high walls. We need to change the debate to include the need for rich countries to invest in poorer countries, so that people will find jobs at home and will not have to risk life and limb in order to get to the first world countries.
This requires courageous and practical steps, which must include setting up a fund with a percentage of each nation’s GNP, to provide tangible assistance to the countries from which the immigrants come. Leaders need to follow up their talk with action, moving to a position of sharing the wealth rather than hording it. Practically speaking, such a plan must include border countries like Mexico for the U.S. and North African countries for Europe.
