Mr. Kuttab is the former director of the Institute of Modern Media at Al Quds University in Ramallah, Palestine and the founder of AmmanNet, the Arab world's first internet radio station. President Bush, Admit Your Mistakes

Amman, Jordan/Ramallah, Palestine - Before talking about troop withdrawals, the U.S. must admit it made a mistake in using American troops to occupy an Arab country. We need to hear from the White House or the U.S. Congress make a clear statement that unilateral international action was a mistake, irrespective of the problems with Saddam's regime. The U.S. must show willingness from now on to work multilaterally with the UN, with Arab countries, and with Europe.

Once such a process begins, a gradual withdrawal of troops can occur. This must occur within a regional and international framework that prevents a power vacuum and the worsening of the situation on the ground. Otherwise, another sudden change in the security landscape of a much more fragmented Iraq could be very dangerous.
