Mr. Kuttab is the former director of the Institute of Modern Media at Al Quds University in Ramallah, Palestine and the founder of AmmanNet, the Arab world's first internet radio station. Ban Attacks on All Civilians

Amman, Jordan -- On behalf of civilians in Gaza, Lebanon and northern Israeli I would suggest the following resolution to be adopted by the G8 summit in Petersburg:

"From here on any attacks on civilians or civilian property or infrastructure shall be banned and declared a war crime. Every person involved, orders or gives refugee to military officials or gurilla groups shall be considered a criminal of war and shall be liable to the full extent of international humanitarian law. No country or movement shall be exempt from this resolution."
