Marshall Plan is a great idea BUT
The real problem steps from the fact that the powerful religious radical groups in Israel (country which exerts the most power in the region) do not benefit from peace. Peace to them only means giving up their Zionist dreams of expanding Israel - reuniting the kingdom of David or Judea. After all with peace comes the inability for the Zionist to expand settlement activities in the West Bank.
These Israeli religious radical groups or Zionist have been slowing colonizing the West Bank under the nose of the world despite the illegality of the matter. These colonization activities are nothing short of ethnic cleansing and have been categorized by many human rights groups including B'Tselem as illegal and a crime against humanity.
Little wonder why Sharon furthered the Israeli Apartheid system to oppress the poor innocent Palestinians. After all, if Sharon wanted peace and security for Israel over land theft via ethnic cleansing, he would not be putting Israeli's at risk by erecting Israeli only settlements by killing the local inhabitants and forcing them from the land in which they live. Apartheid is NEVER about security; it is about controlling the land and resources against the will of the local inhabitants.

Help to identify, and secure appropriate international support in addressing, the institutional governance needs of the Palestinian state, focusing as a matter of urgency on the rule of law;
Develop plans to promote Palestinian economic development, including private sector partnerships, building on previously agreed frameworks, especially concerning access and movement; and
Liaise with other countries as appropriate in support of the agreed Quartet objectives.
As Representative, Tony Blair will bring continuity and intensity of focus to the work of the Quartet in support of the Palestinians, within the broader framework of the Quartet’s efforts to promote an end to the conflict in conformity with the Roadmap. He will spend significant time in the region working with the parties and others to help create viable and lasting government institutions representing all Palestinians, a robust economy, and a climate of law and order for the Palestinian people.

Because of his involvement in the attack and invasion of Iraq, and because of his complicity in Israeli objectives in the recent invasion of south Lebanon, Blair has zero credibility with the Palestinians. I presume Abbas will meet with him - but Abbas also has zero credibility with the people who roundly rejected him at the polls.
It is pointless pretending that throwing money at Palestinian infrastructure will change the situation while the Palestinians are having their homes, farmland, territory and water stolen from under them. The Palestinians are just like everyone else - until it is done, securing the national territory is the only item on the agenda. When the territory is secure, democracy and economics will then become the priority. There is no known instance in history of these priorities being reversed.
The only measure of Blair's credibility will be how much he achieves in getting the Israelis out of their illegal settlements in the West Bank and re-establishing the rights of the indigenous people to their own private property and water-resources.

All chroinc problems in the Middle East being in Lebanon, Afganistan, Iraq or Palestine are generated by one malicious power house named Israel. The unlimited support of the US to Israel from 1948 till now ,and the illegal creation of Israel on the ruins of Palestine, has led to unmatched state of disappointment and despair in the Middle East, which in turn has led to the creation of terrorist groups who are ready to sacrifice their own bodies in a holy war agianst Israel and US interests, not only in the Middle East but all over the world.
What do we expect from a palestinian refugee who has been deprived of all his belongings and thrown out of his country to live in a refugee camp for more than 60 years now.

Your rationale is sound and clear and shines through all the noise in this site. As you point out, religion does have some benefit when it comes to soothing the wounds of injustice. Also, some need promise of a reward to resist wrong actions that can benefit them. Many of us, when facing death of a loved one, need to believe they passed on to a better place. And for some, all the effort to better themselves sounds hollow if it can end in eventual nothingness. One way or another we all need to have faith that there is a purpose in life.
Religion becomes harmful when it is divisive. When people think they are the only ones that know the absolute truth (often by just being born into it!) and everybody outside their faith is of inferior mind, when people think they are the chosen ones with god given rights, or when people think they are duty bound to spread their beliefs forcefully, religion becomes destructive.
Your solution for the Arab-Israeli problem is ideal but I’m afraid impractical. Nothing could be better than for everybody to keep their religions at home and govern themselves through deliberation with all citizens of a single and united country. But the reason Jews have moved to Israel is to emphasis their Jewish identity in both religious and racial forms. For that, many have passed better opportunities in the developed societies of Europe and America. Without it, in a multi-racial, multi-ethnic and religiously diverse society of which they will be a minority, there is little incentive to stay. So, the single country solution for the Jews is equal to leaving the Middle East. They have invested too much to agree to that.
It leaves us with the 2 state solution. It is conceivable to believe that Palestinians will agree to it if theirs would be a truly sovereign one. With all matters of resource distribution and security obligation solved, still remains the geographical problem of having one state in 2 separate lands. Pakistan tried it for a while with Western and Eastern parts with India in between. Eastern part is now Bangladesh. It is clear even now that Palestine would have the same problem. If some land swap is possible, then with a little courage and a lot of negotiations, 2 state solution would be achievable.

Destitute and hopeless people often turn to religion to armor them against suffering and injustice.
The religions of this or any region, however, are not capable of offering the peace, brotherhood, and shared values required to alter the future of this hopeless land.
To the extent that a "Marshall Plan" can relieve the suffering, it can, perhaps, slightly affect the drift towards irrational faith. But since Israel is itself ruled by irrational faith, such a plan is only a half-measure.

Until faith is privatized to the individual and eventually, one may hope, goes extinct, containment should be the only policy practiced by the west--and that only after the west itself excises its own irrational beliefs.
Religious apartheid in a single state cannot work; neither can separate theocracies. Religion as a criterion of governance must be eliminated.
Blair, as envoy, should offer only one service, that of helping each "side" to identify any shared human value. He should somehow do this in a context that includes women, perhaps ONLY women. Whatever accords they can derive from such a discussion will be better than anything put forth to date.

Alas, even breaching the subject brings on hoards of deep-felt resentment and self-righteous proclamations of fault allocations. A Marshal Plan model could quite well work in the region, but as always the prerequisites remain... humane and intelligent dialog focussed on finding common ground and goals. The wheels of change need to stop spinning in perpetual mud and blood, and the powers-that-be need to rise up together in a common effort to heal all of the deep-seated wounds.

Well said! If the Palestinians had used a fraction of the money they have received to build an economy instead of buying weapons and sending overseas it to their leaders' secret bank accounts (how is Soha Arafat doing in Paris these days??), we would be way ahead of today's problems.
Although the Marshall Plan idea is not a bad one, in reality, when the Palestinians were not trying to blow up Israel (intifada 1 and 2), thousands every day worked in Israel, and were making good money that they could use to better themselves and build a good life for them and their families.
Nothing more is needed than for the Palestinians to realize that if they stop attacking Israel they have the chance to be integrated economically into the strongest economy in the region. Both they and the Israelis would prosper. And if the oil-rich Arab countries want to help them build factories, malls, houses, etc - all the better!

Europe and the U.S. have already given enough to the Palestinian authority to make the Marshall plan look parsimonious. But the Marshall Plan was predicated on peaceful projects to build up the economy. The U.S. is now giving money to finance one side in a civil war. The same mistake we made in Afghanistan and El Salvador. The American (and European) taxpayer get no percentage from giving money to corrupt Fatah officials at the same time as Israel, which is largely bankrolled by the U.S., is bombing and bulldozing anything the Palestinians manage to build.
One poster to this thread has said that the Jews should be sent back to Russia. It would be a travesty to force Jews from Lithuania and Poland to go to Russia - but the RUSSIANS who have settled on Palestinian land on the West Bank have no business there. They should go back to their ancestral homeland where all agree they have all rights that accrue to a Russian citizen. Those that don't agree to that must think that Anne Frank wasn't REALLY entitled to German citizenship, being Jewish. Maybe that is Tony Blair's position, as he seems to heading to the church of the Inquisition.
The appointment of the Thief of Baghdad as envoy from the 'Quartet' is even more tone-deaf than the appointment of Wolfowitz to the World Bank. The Arab Peace Initiative
The Council of Arab States at the Summit Level at its 14th Ordinary Session,
Reaffirming the resolution taken in June 1996 at the Cairo Extra-Ordinary Arab Summit that a just and comprehensive peace in the Middle East is the strategic option of the Arab countries, to be achieved in accordance with international legality, and which would require a comparable commitment on the part of the Israeli government,
Having listened to the statement made by his royal highness Prince Abdullah bin Abdul Aziz, crown prince of the Kingdom of Saudi Arabia, in which his highness presented his initiative calling for full Israeli withdrawal from all the Arab territories occupied since June 1967, in implementation of Security Council Resolutions 242 and 338, reaffirmed by the Madrid Conference of 1991 and the land-for-peace principle, and Israel's acceptance of an independent Palestinian state with East Jerusalem as its capital, in return for the establishment of normal relations in the context of a comprehensive peace with Israel,
Emanating from the conviction of the Arab countries that a military solution to the conflict will not achieve peace or provide security for the parties, the council:
1. Requests Israel to reconsider its policies and declare that a just peace is its strategic option as well.
2. Further calls upon Israel to affirm:
I- Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights, to the June 4, 1967 lines as well as the remaining occupied Lebanese territories in the south of Lebanon.
II- Achievement of a just solution to the Palestinian refugee problem to be agreed upon in accordance with U.N. General Assembly Resolution 194.
III- The acceptance of the establishment of a sovereign independent Palestinian state on the Palestinian territories occupied since June 4, 1967 in the West Bank and Gaza Strip, with East Jerusalem as its capital.
3. Consequently, the Arab countries affirm the following:
I- Consider the Arab-Israeli conflict ended, and enter into a peace agreement with Israel, and provide security for all the states of the region.
II- Establish normal relations with Israel in the context of this comprehensive peace.
4. Assures the rejection of all forms of Palestinian patriation which conflict with the special circumstances of the Arab host countries.
5. Calls upon the government of Israel and all Israelis to accept this initiative in order to safeguard the prospects for peace and stop the further shedding of blood, enabling the Arab countries and Israel to live in peace and good neighbourliness and provide future generations with security, stability and prosperity.
6. Invites the international community and all countries and organisations to support this initiative.
7. Requests the chairman of the summit to form a special committee composed of some of its concerned member states and the secretary general of the League of Arab States to pursue the necessary contacts to gain support for this initiative at all levels, particularly from the United Nations, the Security Council, the United States of America, the Russian Federation, the Muslim states and the European Union.
For purposes of comparison, the following is an earlier draft discussed by Arab foreign ministers on 25 March, 2002, in advance of the summit:
The Council of the Arab League, which convenes at the level of a summit on March 27-28, 2002 in Beirut, affirms the Arab position that achieving just and comprehensive peace is a strategic choice and goal for the Arab states.
After the Council heard the statement of Crown Prince Abdullah bin Abdul Aziz in which he called for the establishment of normal relations in the context of a comprehensive peace with Israel, and that Israel declares its readiness to withdraw from the occupied Arab territories in compliance with United Nations resolutions 242 and 338 and Security Council resolution 1397, enhanced by the Madrid conference and the land-for-peace principle, and the acceptance of an independent, sovereign Palestinian state with al-Quds al-Sharif as its capital, the Council calls on the Israeli government to review its policy and to resort to peace while declaring that just peace is its strategic option.
The Council also calls on Israel to assert the following:
Complete withdrawal from the Arab territories occupied since 1967, including full withdrawal from the occupied Syrian Golan Heights and the remaining occupied parts of south Lebanon to the June 4, 1967 lines.
To accept to find an agreed, just solution to the problem of Palestinian refugees in conformity with Resolution 194.
To accept an independent and sovereign Palestinian state on the Palestinian lands occupied since June 4, 1967 in the West Bank and Gaza Strip and with Jerusalem (al-Quds al-Sharif) as its capital in accordance with Security Council Resolution 1397.
In return, the Arab states assert the following:
To consider the Arab-Israeli conflict over and to enter into a peace treaty with Israel to consolidate this.
To achieve comprehensive peace for all the states of the region.
To establish normal relations within the context of comprehensive peace with Israel.
The Council calls on the Israeli government and the Israelis as a whole to accept this initiative to protect the prospects of peace and to spare bloodshed so as to enable the Arab states and Israel to coexist side by side and to provide for the coming generations a secure, stable and prosperous future.
It calls on the international community with all its organisations and states to support the initiative.
The Council calls on its presidency, its secretary general and its follow-up committee to follow up on the special contacts related to this initiative and to support it on all levels, including the United Nations, the United States, Russia, the European Union and the Security Council.

I'm sure you are familiar with the phrase, "Without security, nothing can be built."
And while I applaud your idealistic approach to a permanent solution, unless terrorism unconditionally surrenders to the will of the people to live in peace, nothing will change for the better. Unless of course the international community invades and forces that unconditional surrender at gunpoint, enforcing the rule of law till the people can properly govern themselves.
If one elects a terrorist government, that does not in itself change the nature of it, nor give any credibility or right of recognition per se...simply because folks were lead to believe Hamas represented their best interests. I believe just the opposite has become manifest.
Palestinians could if they chose to, manifest far more progress towards independence from 1 week of peaceful protest and petition of international fora than the methodology of terror and insecurity will ever grant them in their lifetime.
Kind of hard politically for the democratic state of Israel to stop a peace march with a tank, don't you think?
However, so long as Hamas is giving the Palestinian people nothing to count on in the future except a bloodbath, tanks and other means of counterterrorism will be a part of that future. And nothing will be built, except more fear and hatred.
If Muslim nations truly wish the best for their Palestinian brothers and sisters, then they must first condemn terrorism as "harim" and those that engage in it and sponsor it, "apostates of Islam", and act on this with extreme prejudice to protect the global community of Islam.
Then perhaps your good thoughts will find fertile ground for practical implementation.

What can Israel do?
Israel was ready to commit to a land for peace deal aftert right after the 6-day 1967 war. The problem is that the other side will never accept anything short of decimation of Israel.

This would be a good idea except for its infeasibility.
In the 40 years since the '67 War, I do not recall any Arab or Muslim country coming online to fork over funds to help the Palestinians, other than to increase their isolation by arming them to fight an unwinnable war.
The author suggests President Bush is not smart enough to run the show when the former, savvier, more sophisticated Chief Executive could not induce the PLO to make peace with Israel.
I was assigned to the Multinational Forces in 1992 which oversaw the peace beteween Egypt and Israel. I saw a peaceful West Bank because the PLO was trying to develop the Oslo Accords and the run-up to a full peace, but it was obvious by 2002 that the "peace" was phoney and contrived as an expedient step to attaining PLO goals.
Bush saw this at the time the arms shipment was found which Arafat lied about. The author is wrong on who is informed here about the REAL WORLD in Palestine.
Furthermore, I would NOT use any American funds for any worthy Marshall Plan so the money could be drained away and few Palestinians would ever benefit from the investment.
Fatah or Hamas, or whoever runs the Palestinian "government", is either too corrupt, inept, decetiful, and incapable of seeking true justice in a peaceful world. I'd hate to think these are universal characteristics in the region, but someone prove me wrong.
As George Will once noted, the Plaestinian leadership is woeful. In WW I, they backed the Kaiser; in WW II they backed Hitler; in the Gulf War, they backed Saddam Hussein. They have backed losers. This is for whom we want to send large amounts of cash? In post - WW II Europe, we could see that a peaceful Europe would be in our interest. I am 54 now and for my entire life Israel has been fighting, well and poorly, against folks who just cannot stop the battle.
If the author really has his act together he would recognize how bogus this idea is. Maybe he should call the White House b/c the smart guy there is wasting any more of American money on a sink hole in Palestine.
