The Sunni Awakening: An Answer to U.S.'s Prayers?

Last weekend's big Iraq news was that the largely-Shiite Iraqi Parliament voted, after much delay, for U.S. backed legislation that will allow low-ranking, Sunni, former Baath party members to reclaim their jobs. Monday, the Los Angeles Times wrote that the U.S. military considers Sunnis who provide security at the neighborhood level -- the so-called Concerned Local Citizens groups -- to be central to U.S. military strategy.

For years it has seemed likely that Iraq could erupt/was erupting into a civil war, with Islam's two largest sects locked in bitter battle for power and religious hegemony. But both the new legislation and the military's focus on the Concerned Local Citizen groups perhaps offer a ray of hope against the shadowy fears of a religious war. But it's just a ray, and it begets a few big questions.

According to the Times article, "more than 70,000 members of mostly Sunni Arab groups now work for American forces in neighborhood security programs." The groups are sometimes known as "Awakening Councils" and go by their acronym, CLCs, in military speak.

Many of their members are former insurgents, but the military nonetheless now considers it crucially important that they become part of Iraq's emerging civil service and police force, and is pushing the Shiite-dominated government to make that happen.

The U.S. Army's day-to-day commander in Iraq, Lt. Gen. Raymond T. Odierno, believes that the Iraqi government's reconciliation with onetime Sunni fighters represents the "primary driver of enhanced security over the next six months," according to Times story.

The question of the future of the CLCs (I love this name--I wonder if it's just the translation that makes it sound so Dragnet-y) is a tangled political and economic one. And one of the biggest concerns is whether radical insurgents are joining the groups, a potential problem acknowledged by U.S. officials.

"Are there people trying to infiltrate them? Yes," Odierno told the Times. "But we can sort through that. The majority of them just want to be part of the government of Iraq. Before, there was no avenue for them to become part of the government of Iraq."

So what do you think dear reader? Both the law passed by Iraqi Parliament and the U.S. efforts could supply much needed structure in protecting the rights of the religious minorities in Iraq. But the bigger, pullback question of the day is this: Should (former?) radicals be allowed to become part of the middle? Can those who have a history of religious intolerance and, at times, violence, find a place in Iraq's future?

I was clearly inspired by your nice little Limerick with my response above to this thread. I don't figure what is ongoing that people seriously put out questions or statements like that in that header. It is just surrealistic and that obviously created my memory dump.

I don't mean offense to anybody but it was just impossible to bear. It's a weakness that I have. But I am ok with with it.

The United States has essentially balkanized Iraq. Iraq is an artificial country whose borders were drawn by the British (Winston Churchill) after WWI with the specific intent of including three disparate groups -- Kurds, Shia and Sunnis, whose ostensible differences would keep them from unifying against British occupation.

Just as Tito kept the artificial country of Yugoslavia from disintegrating into factions with an iron fist, just so Soddamn Insane kept Iraq from splintering by brute force and fear. Once Tito died, old wounds resurfaced. Likewise with Iraq, once Soddamn Insane was deposed.

The Croats sided with Germany during WWII and it has been said that their brutality embarassed even the Nazis. Once Yugoslavia broke up, the Serbs, who fought for the Allies and ended up with the lion's share of armaments, figured it was pay back time. The Serbs were also bitter about Kosovo, which they lost to the Muslim forces which swept up into southern Europe from the Ottoman Empire (c1400). Ancient tribal hatreds led to the bloodbath of the Balkans.

The invasion of Iraq has exacerbated old grievances and invented new. The Sunnis, who were put in positions of power by Soddamn Insane, lorded over the Shia, who now have the power and access to the oil fields. The Shia haven't done anything substantial about political reconciliation because they aren't interested in sharing power with those who had them under their thumb for many decades. The Shia have the oil. They don't need the Sunnis.

The situation is now very problematical. Number one, the Shia dominated government of Iraq is basically an American installed junta with limited legitimacy to Iraqis at large. Number two, the country is occupied by a foreign power, which the proud Iraqis deeply resent. Number three, external powers are exerting tremendous pressure. The Saudis threaten to assist the Sunnis. The Iranians are assisting the Shia. Turkey has already invaded Iraqi Kurdistan and may initiate a full scale conflict in the region.

Another critical factor is the United States building bases in former USSR satellite countries, such as Azerbaijan, in order to export Caspian Sea oil from Baku through Tblisi, to the Turkish seaport of Ceyhan. Both Russia and Iran consider the Caspian Sea region to be their sphere of influence. Russia is arming Iran and providing technological expertise for Iranian nuclear ambitions. China is a strong trading partner of Iran and it, too, needs Caspian Sea oil.

Finally, the United States gave Russia a bloody nose in Afganistan when we armed the Taliban, especially with such sophisticated weaponry as Stinger missiles. The Russians would love to repay America in kind. The Iranians haven't forgotten that it was the United States that had its democratically elected president assassinated and installed the Shah, who was no less cruel than Soddamn Insane.

Iraq is a seething cauldron of witches brew. In my humble opinion, we ain't seen nothin' yet.

It was not prayers, the surge or the Iraqi government that has bought about progress. It was about arming insurgents (Sunnis) who are now ready to "deal" with Americans knowing that we may need to leave. They made us an offer we could not refuse; they will kill A.Q. if we arm them. US generals in Iraq have lied so many times about all kinds of things that they should be treated like partisan politicans, not GAO accountants.

America used the Shia and the Kurds against the Sunnis since the 1980s. Now, America is still playing the different groups against each other. Petraeus armed the Sunnis forces to offset the Shia forces as well as al Qaida. The relatively, integrated Iraq of 2002 has now become Balkanized. Ethnic cleansing between Sunni, Shia, Kurd, Arab, Turkmen has neared completion. Now US troops are just arming the factions. And everyone is waiting to see who is coming into office in 2008. There are still 3-5 million Iraqi refugees which America has failed to care for. The consequences of their return WILL reignite conflicts.

The Sunni insurgency has been fighting for nearly 5 years. Its waiting to see what will change after the American elections to see which path they should take. It too calculates the return of the refugees to ignite more conflict. Make no mistake, Iraqis people want American forces to leave completely, not just stay in their barracks.

Members of the Awakening Councils or Concerned Citizens have made it clear that they are arming themselves to fight another day, keep in mind that we have always supported the Sunni in Iraq under Saddam, mean while this article is overlooking the fact that Iraq is already Balkanized with the Shia in Power and it is the real reason why violence is down along with the cessation of violence or Cease Fire by the Mahdi Army's leader Moktada Al Sadr. The Real fight or Civil War is now in the south between Al Sadr and Al Hakin, in fact the latter is calling for a Federation of States in the South that would break up the Country with the Bulk of the Oil Reserves and Power in the hands of the SHIA MULLAHS. I'm currently deployed to Camp Anaconda Iraq. There are a number of CLC checkpoints manned by former terrorists in our AO, but I think most of them just needed work and now they've got a steady pay check and they're part of the govenment rather than just outsiders. IEDs have been way down since the "Awakening" started at the end of last summer. Our area has a mix of Sunni and Shia.

When you wall off a city in sectarian enclaves with checkpoints and then boast about a decrease in violence and how the "surge" worked you have already purpertrated a lie. Then to say a law that has more loopholes and exclusions than any cheese made and boast that this is an answer to the U.S.'s prayer is to say people are even more stupid than you apparently believe they are. There were/are no prayers involved in this. There is only corrupt, power driven, greedy men, women and corporations who care not one whit for any Iraqi or American suffering. It was/is only ends and means and achieved aims.
