Your English history could be a wee bit better. When Henry VIII proclaimed himself leader of the church as well asthe realm he similarly redefined religious dissent as treason and executed dissenters accordingly. By the 17th the struggle was over and Catholics were ruled rather than tolerated.

In Locke's time Catholics in England were subject to the most stringent of discrimination, the last Catholic bishop in England to be executed (in 1650) is entombed in Westminster Cathedral.
