Military Must Never Suppress Free Exercise
The courts have historically recognized government’s responsibility to provide religious services for those who are confined and unable to avail themselves of worship in a public place. This is the rationale that sustains state-sponsored prison chaplains, as well as chaplains in the military and hospitals.
This in no way violates the separation of church and state, but rather assures the free exercise of religion by all citizens. (Though it is frequently forgotten, that’s the most important protection of the First Amendment.) The real issue isn’t whether public prayers at mandatory events, military, hospital, or prison settings are appropriate or not—those are often simply ritualistic.
The real issue is whether, in such facilities, we encourage voluntary, free religious expression. A military person witnessing his faith to another military person or groups of persons should never be prohibited—though it has been at some of our military academies and facilities. At the same time, military personnel should exercise prudence to avoid even the merest suggestion of coercion or taking advantage of rank. The ACLU would be better served suing to defend the individual’s right to free expression, free access of religious workers in public facilities, and the right to assemble on a voluntary basis for worship and witness.
Nobody wants the dead hand of government propping up a religion; but more important, nobody wants it suppressing religious expression. The ACLU and Americans United for the Separation of Church and State have gone to great lengths to assure that government does not sponsor religious efforts; if they would apply the some kind of effort to free religious expression we would all, Christian, Jew, Muslim, eastern religions alike, benefit.

In the case of the mandatory mealtime prayer at the Naval Academy, free expression of non-belief or non-Christianity is expressly prohibited.

Like the documented institutional harrassment of non-Christians at the Air Force Academy. Like the aforementioned jihadist General Boykin. Like the power-mad officer who disrupted a meeting of non-believers in Iraq, screaming like a madman and threatening the soldiers in attendance. There can be no true religious freedom in the military if the lower ranking cannot freely, without retribution, tell the higher-ranking Jesus-Jihadists to bugger off and go away.
You want to practice your faith? Fine - just don't bother anyone else with it. You want to evangelize? Not unless you have the permission of the person you want to "witness" to.

It explains why Colson is not happy with the ACLU and especially Americans United for Separation of Church and State. (Loosing that court case must really have stung eh Chucky?) It also shows that Colson's actions in coercing prisoners, as the court case contends, does not jive with what he has written here, which sounds like he's just sitting in a prison chapel waiting for prisoners to voluntarity come and see him. The term "encourage voluntary free religious expression" takes on a new light when Colson's PFM's actions as described in this court case are considered."

I know a man who professes to be a Pagan believer and adamantly states and believes that he met and married his wife by putting a “spell” on her causing her to be attracted to him, fall in love with him, and want to marry him. Its long but you can read the Abstract on page 2 to save time.
It explains why Colson is not happy with the ACLU and especially Americans United for Separation of Church and State. (Loosing that court case must really have stung eh Chucky?) It also shows that Colson's actions in coercing prisoners, as the court case contends, does not jive with what he has written here, which sounds like he's just sitting in a prison chapel waiting for prisoners to voluntarity come and see him. The term "encourage voluntary free religious expression" takes on a new light when Colson's PFM's actions as described in this court case are considered.

As a card-carrying member of the ACLU, I applaud their stance on this issue. As others have pointed out, you err in thinking that the government should be involved in anything that ENCOURAGES religious practice or belief. The government MUST remain neutral and dispassionate in these matters, not become an advocate for one religion or even for all religions.
If you disagree with the ACLU, here's a thought: why not join up? It's only $35 a year, and as a member, you could petition the leadership to consider your positions.

Once again, ex-felon Chuck Colson has a very rack-and-thumbscrew view of "religious freedom," where PREVENTING the government from mandating that naval cadets be present for a prayer somehow infringes on free exercise. "Coercion" only works in one direction in his universe.
