Next for bishops: immigration reform

While attention is focused on final negotiations over health-care legislation, Catholic bishops have signaled they will play a leading role in pushing for comprehensive immigration reform this year by using the power of their pulpits and bipartisan political influence on Capitol Hill. Earlier this week, bishops hosted a briefing to outline plans for persuading the public and wavering members of Congress that fixing a broken immigration system is a moral and practical priority.

Bishop John Wester of Salt Lake City and Bishop Howard Hubbard of Albany, New York -- respective chairmen of the U.S. bishops' committees on migration and international policy -- announced that over a million postcards touting the need for immigration reform have been ordered by dioceses and parishes across the country. Cards will be sent to congressional offices. The effort is one component of a Justice for Immigrants campaign designed to educate the public about Catholic teaching on immigration and spur political will for humane immigration reform that would bring an estimated 12 million undocumented immigrants out of the shadows.

"It is our view that the American public, including Catholic and other faith communities, want a humane and comprehensive solution to the problems which beset our immigration system, and they want Congress to address this issue," said Bishop Wester. "We remain committed to moving immigration reform as soon as possible."

Kevin Appleby, director of migration policy and public affairs for the U.S. Conference of Catholic Bishops, said the conference is hiring state organizers in strategic areas like Ohio, Pennsylvania and Indiana, where there is a sizable Catholic population and members of Congress whose votes will be critical to passing reform. In the House, over 90 co-sponsors have signed on to a comprehensive reform bill introduced last month by Rep. Luis V. Gutierrez of Illinois. Charles Schumer and Lindsey Graham are working to draft legislation in the Senate. "We are in this to win and hope to influence Congress and the Administration to do the right thing," Appleby said.

While ideologues and pandering politicians often simplify this complex issue, the Catholic Church brings a global perspective that recognizes how U.S. trade policies, poverty in sending countries and development all influence migration. "The first principle of the U.S. bishops with regard to immigration is that migrants have the right not to migrate---in other words to be able to find work in their own home countries so they can support their families with dignity," Bishop Hubbard said. "Migration should be driven by choice, not necessity. From the Catholic perspective, integral human development in poor countries is the most humane solution to this challenge."

How that message will resonate at a time of economic hardship and rising anti-immigrant backlash is unclear. But the Catholic vision for a humane immigration system is not only rooted in compelling appeals to justice and morality. Practical arguments are also persuasive. Over the last two decades, the federal government has poured billions into beefing up security along the U.S.-Mexican border. Migrants have responded by finding new and more dangerous routes into the U.S. through the Arizona desert. There is no wall high or long enough to deter the dreams of those seeking a better life. Stopping migration's socioeconomic engine requires more than tough talk from finger-wagging politicians or the cowboy antics of local sheriffs. It requires a systematic response that rejects false choices. We can protect our borders and uphold human dignity.

While anti-immigrants zealots at well-financed organizations make debunking the pernicious myths about immigrants a full-time job, the faith community is mobilized like never before to push for comprehensive reform that includes an earned path to citizenship, strong worker protections and policies that keep families from being torn apart in raids. Catholic in Alliance for the Common Good, Faith in Public Life, Sojourners and PICO National Network all played a significant role in framing health care reform as an urgent moral issue. We will be active again with media campaigns, grassroots organizing, prayer vigils and strategic advocacy in key states on this issue that strikes at the heart of our religious commitment to welcome the stranger. Politicians who pride themselves on standing up for the family and defending American values, your test is coming soon.

U.S. Court Rejects Vatican Bank Lawsuit
Holocaust Survivors from Several Countries Sued Bank for Taking Property Stolen by Nazis

(AP) An American appeals court on Tuesday dismissed a lawsuit by Holocaust survivors who alleged the Vatican bank accepted millions of dollars of their valuables stolen by Nazi sympathizers.

The 9th Circuit Court of Appeals in San Francisco upheld a lower court ruling that said the Vatican bank was immune from such a lawsuit under the 1976 Foreign Sovereign Immunities Act, which generally protects foreign countries from being sued in U.S. courts.

Holocaust survivors from Croatia, Ukraine and Yugoslavia had filed suit against the Vatican bank in 1999, alleging that it stored and laundered the looted assets of thousands of Jews, Serbs and Gypsies who were killed or captured by the Nazi-backed Ustasha regime that controlled Croatia.

They sought an accounting from the Vatican, as well as restitution and damages.

The court didn't rule on the allegations. In its decision, the court said the Vatican bank, formally known as the Institute for the Works of Religion, or IOR, was a sovereign entity entitled to the protections of the foreign sovereign immunities act, and that therefore U.S. courts had no jurisdiction.

The pope himself has been granted such protections in U.S. courts hearing clerical sex abuse cases.

Jeffrey Lena, who represented the Vatican Bank in the case, said he was gratified with the ruling since the court decided not only that the IOR was a sovereign entity but that as such it was immune from U.S. jurisdiction.

"In defending the lawsuit, the IOR did not challenge the allegations of the plaintiffs that they had suffered terrible losses at the hands of the Ustasha," he told The Associated Press. "Rather the challenge was simply to the jurisdiction of U.S. courts over the IOR."

Jonathan Levy, who represents the survivors, said he thought he had sufficiently shown that the Vatican bank engaged in commercial activities in the United States, which can serve as an exemption to the protections granted by the immunities act.

"The reason we're disappointed is the court found that dealing in gold teeth from concentration camps was not a commercial act," he said.

In its ruling, the court said that the Vatican banks' U.S. commercial activities were "too tangentially related to their legal claims to be considered the basis for the suit."

Levy said he didn't plan to appeal the judgment. The victims are also suing the Franciscans, the Roman Catholic order, on identical charges, and that portion of the lawsuit is going ahead, he said.

The survivors filed suit against the Vatican Bank a year after Swiss Banks agreed to pay some $1.25 billion to Nazi victims and their families who accused the banks of stealing, concealing or sending to the Nazis hundreds of millions of dollars worth of Jewish holdings.

Many of the survivors named as plaintiffs in the suit live in the United States.

Btw, John. I strongly believe in immigration reform.

Many people want to come here, and they should be able to. Illegal immigrants should receive health care. I do not care whether they are Catholics, Jews, Hindus, Muslims, Atheists, Agnostics.

What concerns me is the separation of church and state. I'd like to see it happen. Trust Americans. They don't need the Vatican. They can and will do the right thing.

As for me USAPDX has said part of it.

Here is the other part. Last week a a UNITED STATES Apellate Court, affirmed the Vatican a foreign nation, entitled to protection from a law suit by surviving Jewish, Christian Orthodox, and Roma and their heirs, victims of the 200 Nazi Priests (Utase).

These men owned and operated Concentration Camps. They tortured people to death with their own Nazi Priest hands. They cut living people up with scissors. Impaled them in the water and watched them drown.

They deposited the loot they stole from the victims, deposited it in Vatican Bank, which refuses to settle.

An appeal will ultimately go to the Supreme Court. The plight of the surviving victims and heirs is getting publicity in light of the recent ruling and Jews, others with a sense of Justice are donating to the legal fund.

NOW: HOW can the RCC, be both a FOREIGN NATION and receive NONPROFIT STATUS?

I'm not a lawyer, John, and I suspect the lawyers representing the victims have thought of this, but I'm not taking any chances. I've got my husband, a civil rights attorney to send them a lengthy letter.

Hopefully, that will help those poor people.

The time is now to repeal the tax exempt law 501 (c) (3) of 1913 since there so many that violate it's current rules and pay no tax. The new tax exampt law must be be in a new up dated form that all will register with the I.R.S. each year that a tax exampt body files for tax exampt as well as require all thoes the file tax exampt do file a income tax forms for that given year with the I.R.S. and the given state if they have income tax fileing. IF THEY MEET THE GIVEN NEW TAX EXAMPT LAW , THEN THEY PAY NO TAX. IF THEY SPEAK OUT ON A POLITICAL ISSUE OR POLITICAL PERSON, THEY PAY TAX. The current law lacks churches to register and churches as well as public charities to file income with the I.R.S. which their incomes should be known by the I.R.S. even though they meet tax exampt. Why not call your congress members on this current law 501 (c) (3)?

I would switch America’s immigrant ‘problem’ with that of France’s in a heartbeat. For France has 8% unassimilated Muslim immigrants, the spread of sharia law, honour killings, attacks on Jews by Muslims. Farnaz1—unrelenting, viciously anti-Catholic—would have Catholic clergy in America replaced by imans. What would happen to America’s Jews in that situation? Ask Farnaz—or one of her sock puppets—but wait for a break between rants.

You are lucky---yes lucky !-- that your immigrants are Catholic. And I would remind you that Latin America, far from being the home of “failed states” boasts fast-growing economies like Brazil and stable democracies like Chile.

Mexico is another story. The US is an atrocious neighbour, busy fighting wars on the other side of the world, now busy threatening military action against Iran, whilst ignoring the development of a narco state on its very border. Why then is America’s foreign policy establishment fixated on the MiddleEast? Who is responsible? Ask yourself.

Tell you one thing: the US 2010 census will show Latinos as America's fastest growing demographic group: in 10 yrs. up from 12.5 to 16% of the population. Today, one in 4 live births are to Latino babies. Within 20 years Latinos will be 25% of the population, or 1 in 4 Americans will be Latino and Catholics will climb from 23%, or 1 in 5, to 33% 1 in 3. If you are financially involved in WaPo, ask what stupid editor is responsible for alienating these dominant groups. Not a great strategy for growth, eh?

What the Catholic Church is doing is commendable. Obama promised to pursue immigration reform during his first year in office. He broke that promise and the intensified crackdowns by ICE have wreaked havoc in communities around the country and have hurt the business community and immigrant families alike.
After health care reform, immigration reform should be next on Obama's agenda together with job creation.
The immigrant community is taking notice and Obama, the Democratic party and other politicians who aspire to be re-elected or elected should do the right thing and support immigration reform now.

I have an idea. Send the Catholic clergy to Rome where they belong. And let immigrants in.

The cost would be more than met by an end to tax exempt status for the Catholic Church.

Further, the Vatican, a foreign government, whose status as such was recently used to deprive the survivors of Nazi priests, the right to sue Vatican Bank, would no longer be legislating in the United States, and we would be free to run our own country.

We would save on court costs incurred by prosecuting pedophile priests, trying to pry said priests out of the hands of their protectors, eg. William Cardinal Lavada, now number 2 man in the Vatican.

We would also be spared the millions of dollars we incur when Pope Ben visits.

All around a good deal. Let in the poor, the hungry, those yearning to breath free, kick out the Catholic clergy who are trying to steal this nation's freedom.

The irony of the Catholic Church's claim to "protect the down trodden" is it is done with tax dollars that support programs through the back door - programs that were never intended to subsidize illegal aliens.

In Northern when tax dollars allocated to subsidize programs for illegal aliens were withdrawn, the programs shut down within a couple months due to "lack of private funding." The Churches said they could no longer afford to support the programs. It seems their parishioners were gung-ho when the money wasn't coming out of their pockets. As soon as they were asked to use their own money to back up their protests, the programs were no longer that important.

I'm sure many who support free (tax funded) handouts to illegal aliens – rather than paying out of their wallets - are some of the very people who cast aspersions on these forums against those who support our current immigration laws.

The Bishops are not unlike our Congress. Neither listens to the people they represent. If they did:

The Bishops would realize their parishioners are hypocrites - they do NOT support illegal immigrants or if they have to pay for them out of pocket.

American tax payers do NOT support immigration reform that gives a path to citizenship to millions of illegal aliens while millions of potential educated and productive legal immigrants are delayed in queue.

Immigration does not need to be reformed, it needs to be enforced. The Bishops have no right to demand a free pass for illegal aliens, when their own parishioners refuse to contribute from personal funds.

There are no circumstances under the sun where I would want the Catholic Church running our immigration policy. Further they are well aware that by law the Church itself should not be involved in our Government.

Latin America, which is overwhelmingly Catholic, is an excellent example of failed states. The Catholic Church has been part and parcel of that failure since the Pope divided Latin America between the Portuguese and the Spanish. We do not need any advice or thugging from the Catholic Church until is demonstrates the ability to deal with the problems of the countries in Latin America riddled with corruption, vice and bigotry.

And why can't the Catholic Church demonstrate that ability to bring a country forward in Mexico? It could.. I think they felt the United States was an easier target. Yet Mexico has the worlds 13th largest economy in the world and very clearly, life in Mexico could be very good if the needed reforms took place.

I demand.. I demand.. that the Church itself stay out of American Internal Affairs. Influence the members of the Catholic Church to write Congress. But leave our Government alone and take care of business in Mexico!

The USA should approve open borders and amnesty for all illegals right after Italy does .... (are there Catholics in Italy?).

The U.N. refugee agency has said many of Rosarno's migrants came recently from Italy's north after factory jobs dried up last year because of the economic crisis. That influx added to the town's existing migrant population.

Maroni faulted local authorities for not having intervened sooner, particularly considering the wretched conditions in which the migrants were living in an abandoned cheese factory. He also blamed local businessmen for paying migrants low wages under the table.

According to Italian law, migrants must have a job lined up before stepping foot on Italian soil.

Premier Silvio Berlusconi's conservative government has taken a hard line on illegal migration, sending back migrants found at sea even before screening them for possible asylum and repatriating those who reach Italy if they don't have a job or fail to qualify for asylum.

Maroni, a leading member of the anti-immigrant Northern League party and the enforcer of the get-tough strategy, said Italy had forcibly repatriated 40,000 people in the last two years, and that the numbers of foreigners trying to reach Italy had fallen as a result. In 2008, 30,000 illegal migrants arrived in Italy; in 2009 only 3,000, he said.

In the wake of the Rosarno riots, several hundred of the town's migrants were bused out of the region to shelters in other parts of Italy. Maroni said those who didn't have valid work documents or asylum applications would be expelled.

I am a practicing Roman Catholic and as a Roman Catholic I know that my contribution to the church is being used to support poor hispanics.

I do not have a problem with that. Afterall Christ said feed the hungry, clothe the naked, visit the prisoner. The church is doing what it is supposed to do.

I also agree that the church has the absolute right to protect the "unborn" and to promote human dignity. Those that would attack the church on these fronts have no idea the ultimate fate that awaits them in the next life.

However, where the church gives support to its enemies is when it proposes a solution or promotes a solution when or where it doesn't understand the full extent of the problem. Anyone who believes that there are 12 million illegal aliens in this country must have been in a coma between 2000 and 2008. With 5 million children being born to illegals and wealthy foreigners with Visas every year in the US the numbers don't add up. One commentor thinks there are 20 million roaming the country. Probably not - more like 40 million.

Therefore, whatever solution is proposed will have to contain a selection process and the development of a criteria that will send a sizable number of illegal aliens home to Mexico, Central America, South America, the Middle East, and other areas of the world where they are lawful residents.

In my opinion those children who will be raised in a manner that will make them security risks should not be allowed to continue as citizens. Any child being raised in a foreign land whose parents are not citizens should be stripped of citizenship unless it can be demonstrated that granting citizenship clearly benefits our nation. The Health Care savings would be immense as well as the national security gains.

In the 1960s Roman Catholic priests and nuns were silenced on liberation theology and its consequent impact of economic rights. Wealthy Latinos warned the Church that delay would impact Church finances in Latin America.

Rome was already made aware of the power of Mexico (read: wealthy men) to control the Vatican by prohibiting wearing of clerical garb in public. It was a warning signal that wasn't lost on the Vatican City already reeling from Mussolini in 1929.

So the peons were put in their place, this time by padres and obispos. The engendered bitterness lasted for generations.

Prosperity religion has attracted many Americans as well as illegal Hispanic immigrants. This is cosmic justice for the Vatican abandoning the Hispanics in the 1960s.

In 2005 the Conservative Baptist Fellowship created the Hispanic Initiative "to start 400 new Hispanic congregations in the United States within eight years, in response to the nation’s fastest-growing ethnic group." But urban Catholic churches were already hemorrhaging from Hispanic flight to Pentecostal churches in the 1990s.

Rome offers riches after death, but the Baptists offer Glory! Glory! with a house and a car. Not a bad deal.

The Vatican is now "seeing the error of their ways" and tempting lax Catholics with a green card. House and car optional, tithing mandatory.

Don't forget the Catholic charter schools that are taking government money to fund religious agendas. That was also a part of the problem in the 1960s. Suburban churches were taking students from historical inner city parishes and the offer of Sisterly education was now a bane and not a blessing.

That American problem was solved by closing city parishes and schools. The schools re-opened as charter schools now taking government money. The fact that the "secular" school is next to the rectory and the church is an ironic coincidence.

So we need to fill pews and desks, but more importantly the collection basket.

Let's do it for the Gipper.

I enjoy this concept of justice. The people who come here illegally know full well they are breaking the law. Once here, they can have children (loosely defined as "anchor babies") at our expense, school them at our expense, and obtain free medical care. Meanwhile, our government doesn't even have the good sense to put an end to birthright citizenship. So they game the system and eventually use the Catholic Church to help obtain the ultimate entitlement, which is legalization. I guess its all my fault somehow and the "injustice" I created should create their entitlement. What kind of twisted logic is this?

I am appaled at the Bishops. I am a Catholic and I have withdrawn all support for various Bishop causes. The Bishops supposedly endorse the concept that we are a nation of laws. We have laws that prohibit illegal entry into our country. People that break these laws are criminals plain and simple. I wouldn't even return them to Mexico, or wherever, until they had spent 5 years in a prison industry camp paying back, with their unpaid labor, the cost to U.S. taxpayers for their detection and apprehension

They are Roman Catholics. They represent an international organization that is not primarily concerned with the national interest of the United States. Their material holdings should be taxed. Their message should be understood loud and clear. They are interested in the growth of their own organization and they could care less about the economy or the culture of the United States. Let me rework that: they could care less about the economy of the US and they are hostile to the secular culture of the US. The Roman Catholic Church is an enemy of non-Catholic American citizens. I can recall when the Church played at patriotism. They no longer think that they have to. They may be mistaken.

The simplified answer to this question is that the west holds responsibility because it was the west that caused most of the root problems that the immigrants are fleeing from.

From our multi-nationals ever expanding search for cheaper labor and less stringant labor laws and their land grabbing environment destroying practices to the trade agreements like NAFTA and CAFTA as well as orginaztions like the WTO that put trade and profit ahead of everything to even the "aid" orginizations like the WB and IMF whoes loan repayment plans benefit only the west, we have created most of the unemployment, environmental destruction, poor access to health care, and unstable governments that most immigrants flee.

So yes, i would say we do owe them a thing or two.

It seems Catholic bishops are just as hypocritical as liberal Democrats are when it comes to outlaw aliens.

The Democrats want more, more, more votes. It's all about what's good for Democrats.

The bishops want a bigger, more willing flock. It's all about what's good for the Catholic church.

It's not about America anymore. It's 100% self interest.

There are about 20,000,000 illegal aliens roaming America at any one time. Their #1 goal is to stay one step ahead of the law until their enabling groups institute a cheap and easy, amnesty free-for-all.

Rewarding aliens for successfully breaking American law is an outrage. American citizens should rise up and punish any and all politicians who give aid to this shameful cause.

America cannot be the dumping ground for Mexico's unwanted, surplus population.

The Catholic church is only interested in increasing it's membership base in the U.S. but supporting the illegal immigration of Catholic third world citizens into our country.

Amnesty was given to millions during the Reagan administration. All that has changed is that millions and millions more illegal aliens have invaded our country.

Why does the West (illegal immigration is an issue in Europe as well, where it's has been experiencing an invasion of Muslims from the third world since the 70s) hold sole responsibility for providing shelter and financial support to aliens?

Our cultures are being irrevocably changed by illegal immigration. To encourage more of it is reprehensible... and a mortal threat to the future of our children.

The definition of a sovereign nation is the citizenship and the nation's boundary. If we legalize the illegals that will be the declaration to the world that we are going to have a open border and anybody could come in to this country. This country was built on immigration from England, Ireland, Italy, China,Japan, Korea etcs in the past but the difference is that these group did not depend on welfare and lived on the subsidy from the state. Religion and the state should be separated from the politics but this Catholic churches in this nation lost it's original goal and became one of the largest lobbying group to satisfy their deteriorating group.Instead of meddling in politics to increase the number of Catholics in this nation, they should clean their house first. The church is not the religion but many people mistake as if the church itself and the priest inside the church is god. what a joke. The religion in 21century has became nothing more than a glorified shamanism. Religion is inside each of us. We do not have to go to church or sine gag, temple etc to believe in religion. It is a private matter and it has no place in politics.

I don't care what the illegals want, and stop shouting, turn the caps lock off. "Working hard renting houses,warehouses,etc" More like turning houses into warehouses, for all their relatives, parking up the whole street with their ten cars,etc. Then there's the gangs, anyone with facial tattoos should be probable cause for a weapons search, it's war paint that can't be removed, and police would be foolish to believe they are unarmed.

The underlying assumption in our immigration system is that the citizens don't have the correct reasons for opposing immigration (or illegal immigration). Because their reasons are invalid, their right to representation is invalid and the decisions need to be left in the hands of those better equipped to make them, like the Catholic Church, LaRaza, and those (like McCain) who need immigration on their moral resume.

"Reform" has become the most abused word in the English language. Rewarding people who broke this nation's immigration laws with amnesty is hardly reform.

Since this country has no intention of ever enforcing existing or future immigration laws there are two alternatives: declare virtual open borders, while keeping out people who threaten security or pass an immigration amnesty bill every twenty or so years to reward the millions who break U.S. laws.

The majority of immigrants are Catholic; hence, the RCC wants immigration reform. What they want, however, should be a matter of no consequence, since they are not supposed to influence legislation.

Alas, that is not the case, even as they literally break the law, shielding and protecting pedophiles, in some cases for decades. Not one of the RCC's pedophile protectors has been arrested.

For his role in protecting the Salesians, the largest priest pedophile ring in the US until 2005, William Lavada received a promotion and is now no. 2 man at the Vatican.

Let the CAtholic Church concentrate on saving its God foresaken soul, on dealing justly with the Jews, Serbs, and Roma whom the Roman Utashe priests tortured to death in concentration camps the Nazi priests ran.
These animal Roman Catholic priest Nazi animals deposited the loot in Vatican Bank, where it still resides and has refused for years to settle with the survivors and their heirs.

Once again, just a couple of weeks ago, the United States protected the Vatican.

However, Italy is at long last conducting an investigation into Vatican Banks financial practices, over all.

To conclude, the Vatican is hardly the entity to advise American or anyone else on anything at all. It should start cleaning it's own house, and get back to us in the two thousand years it will take them to finish.

Immigration reform is badly needed. Let Americans handle it.

Let face it, the great majority of persons that came or overstayed in this country by breaking the laws, are catholic with no high school education, exactly the kind of persons the RC Church wants. They are the ones that will obey to the Bishops, will not research history books, will read the newspaper only rarely and never be aware of the big problem of the molesting priests. They will marry a catholic spouse, will go to church often, will not fully practice birth control and will have four-to-six children to be raised catholic. So: keep them in, we want to fill the churches.
